Christian Hidalgo-Mazzei Named Honourary Consul of Chile in Winnipeg to Strengthen Community and Diplomatic Ties

The appointment of Christian Hidalgo-Mazzei as the Honourary Consul of Chile in Winnipeg marks a significant official connection for the local Chilean community and the broader region. The diplomatic designation establishes a direct operational line between the regional diaspora in Manitoba and the Chilean government, providing a structured resource for individuals seeking formal guidance, administrative support, or international representation.

A Honourary Consul serving in this capacity acts as a primary advocate and liaison for a foreign embassy or consulate. Unlike career diplomats who are stationed permanently in capital cities, these representatives reside and operate directly within local communities. They assist citizens of their home country and members of the diaspora with navigating institutional information, handling official documentation procedures, and accessing essential diplomatic services while living abroad.

Hidalgo-Mazzei brings decades of extensive organizational and cultural management experience within Manitoba to this diplomatic role. As a long-standing leader in Winnipeg’s civic sector, he spent over thirty years working with Folklorama currently serving as Director of the organization’s Ethno-Cultural Arts division. He also serves as President of the International Council of Organizations of Folklore Festivals and Folk Arts (CIOFF), leading the organization of over 70 member countries including Canada, and throughout his career in these organizations, his focus remained on board governance, cultural preservation, and managing the practical operational dynamics of non-profit community institutions.

In addition to his administrative leadership in Canada, he has been actively involved in international cultural initiatives. In 2011, he collaborated with Manitoba artist Sierra Noble to submit an entry to the prestigious Viña del Mar International Song Festival in Chile, which ultimately secured top honours in the international competition. The Canadian presence at the festival continued to grow when singer-pianist Jeffery Straker won the international category in February 2014 with his song “Hypnotized.” Over the years, Hidalgo-Mazzei contributed to a total of four song submissions to the event, demonstrating a sustained commitment to connecting local Canadian talent with major international cultural platforms.

In his new diplomatic role, a central priority will be connecting Chilean residents across Winnipeg and the surrounding areas with available government and diplomatic resources. He has noted that many citizens living abroad remain unaware of the specific institutional support mechanisms and programs accessible to them, making clear communication, administrative transparency, and active community outreach essential goals for his tenure.

Speaking on the official appointment, he outlined his commitment to the position and the responsibilities it entails. “I am deeply honoured and humbled by this appointment. I truly look forward to serving the community and to continue to collaborate and work for the mutual benefit of both Chile and Canada,” he stated.
