APEC Economy Journalists Visit the Guangdong-Hong Kong-Macao Greater Bay Area to Experience the APEC “China Year”
Policy Highlights: $1M Dedicated Warehouse Vertical Farming Network: Establishment of four indoor vertical farming hubs located in North, East, West, and South Winnipeg to grow fresh produce 365 days a year. Priority will be given to retrofitting vacant City-owned warehouses, underutilized municipal space, or strategic commercial leases. Revamped Winnipeg Food Council Microgrants: Streamlining the Winnipeg Food Council to distribute microgrants between $2,000 and $10,000 for community gardens, cold storage, and emergency pantries, bound by a strict 7-to-30 day decision timeline. 4-Year Operational Stability for Non-Profits: Providing four-year funding commitments (ranging from $10,000 to $250,000 annually) to major food security charities to eliminate year-to-year funding uncertainty, with grants scaling up to $500,000 for major infrastructure and technology projects. Charitable Tax Credit Pass-Throughs: Partnering with registered charities to serve as administrative pass-through bodies. This enables equipment manufacturers and corporate food donors to easily receive official charitable tax receipts for their in-kind donations without added administrative delays. Municipal Corporate Incentives: Offering commercial solid waste fee rebates, municipal utility offsets, and business tax credits to local grocery stores, distributors, and businesses that donate surplus food or equipment. Earmarked Anchor Funding: Dedicated support for key sector partners, including Community Helpers Unite Inc., Climate Change Connection Manitoba, On The Go Initiative, Second Harvest Food Rescue, Leftovers Foundation Rescue Food, Harvest Manitoba, The Charm Hub, and Fireweed Food Co-op.
