Health and Social Services Minister Lionel Carmant reiterates that support for youth protection workers is at the heart of his priorities and that many measures have already been put in place to ensure better monitoring and follow-up of vulnerable children and young people.
The Minister welcomes the report Protection of Youth: Management of Interventions following a report to a Director of Youth Protection tabled in the National Assembly yesterday by the Auditor General of Quebec, and notes that the recommendations These recommendations are consistent with the efforts made in recent months to improve the effectiveness of interventions.
Stakeholder clinical support was enhanced by an investment of $ 18 million. An amount of $ 47 million was also granted for the addition of nearly 400 new resources to consolidate teams and help eliminate waiting lists. To better equip the stakeholders, a central role will be given to the clinical table of youth protection directors and provincial directors to support its importance as an exchange platform to harmonize and share good practices. In order to ensure that the right actions are taken at the right time, within the required timeframes, a lookout for recurrence reporting in all regions of Quebec will be put in place. A revision of clinical practice standards in youth protection is also planned.
It should be recalled that the work of the Special Commission on the Rights of the Child and the Protection of Youth is underway and that special attention will be given to the recommendations that will follow.

Highlights:
The report Youth Protection: Management of Interventions following a Report to a Director of Youth Protection, covering the period from 2016-2017 to 2017-2018, concerns work conducted with the Ministry of Health and Social Services (MSSS) and three institutions. It draws some observations on the observed situation and submits recommendations, two of which are intended for the MSSS:
- revise the standards governing clinical practice in youth protection and make corrections, if necessary;
- develop a strategy for monitoring DYP interventions in order to evaluate their effectiveness and to intervene, if necessary.
The three institutions involved in the report are:
- the integrated University Center for Health and Social Services of the Capitale-Nationale;
- the Montérégie East Integrated Health and Social Services Center;
- the integrated university health and social services center of Estrie – Sherbrooke University Hospital Center.
The MSSS and the institutions concerned will each develop an action plan that will contain the measures to respond to the observations presented in the report.
