Officer-Involved Shooting During Domestic Violence Call, IIU Investigation Underway

WINNIPEG — A 26-year-old man is dead following an officer-involved shooting during a domestic violence call in southeast Winnipeg early Friday morning, a tragedy that has left a family grieving, police officers facing difficult questions, and an independent investigation now tasked with determining exactly what occurred.

According to the Winnipeg Police Service, officers were dispatched shortly after 1:28 a.m. to a residence on Morrow Avenue near St. Anne’s Road after receiving reports of a violent domestic incident in progress. Police said initial information indicated an adult male was armed with a weapon and that children were present inside the home.

Officers encountered the man approximately six minutes later. A use-of-force encounter followed, and the man was shot by police. Officers immediately began providing emergency medical care before paramedics arrived, including the application of chest seals. The man was transported to hospital in critical condition but later succumbed to his injuries.

The circumstances surrounding the shooting remain under investigation, and many important questions have yet to be answered. What is known is that police were responding to a call for help from a residence where concerns had been raised about violence, the presence of a weapon, and the safety of children inside the home.

Those details alone point to what police leaders often describe as one of the most volatile and unpredictable situations officers can face. Domestic violence calls are routinely considered among the most dangerous for both victims and responding officers because circumstances can change rapidly and emotions are often running high before police arrive.

Winnipeg Police Chief Gene Bowers acknowledged the profound impact such incidents have on everyone involved. He noted that no police officer begins a shift expecting or wanting to take a life. Officers enter the profession to serve and protect their communities, and incidents that result in death leave lasting effects not only on families but also on the officers involved.

Bowers also indicated he had reached out to Indigenous leadership, including Grand Chief Kyra Wilson and Grand Chief Garrison Settee, recognizing the importance of maintaining dialogue and supporting communities during a difficult and emotional time. He emphasized that there is still much to learn about the circumstances surrounding the incident and that the focus now must be on ensuring the facts are gathered and reviewed through the appropriate investigative process.

“This is a tragic outcome, and our thoughts are with the family and loved ones of the deceased, and especially with the children and others who were present during this traumatic incident,” said Grand Chief Kyra Wilson. “Any loss of life involving police use of force requires a thorough, independent, and transparent investigation. We acknowledge that body-worn camera footage and other evidence will form part of the Independent Investigation Unit’s review.”

“We appreciate the efforts being made to ensure that those affected, particularly the children and family members, receive appropriate supports during this difficult time,” Grand Chief Wilson said. 

The death of a young man is a tragedy regardless of the circumstances. Family members and loved ones will now begin a grieving process that no investigation can erase. At the same time, the emotional and psychological impact on responding officers cannot be ignored. While public attention often focuses on the immediate outcome, incidents involving lethal force can have lasting effects on first responders long after the headlines fade.

Police have also confirmed the deceased was known to law enforcement. While that fact does not determine what occurred during Friday’s encounter, it does suggest there may have been previous interactions between the individual and police. Investigators will ultimately determine what relevance, if any, that history may have to the events that unfolded.

As required under Manitoba law, the Independent Investigation Unit of Manitoba has assumed responsibility for the case. The civilian-led agency is responsible for investigating serious incidents involving police, including those involving death. The IIU’s mandate is to examine the evidence independently and determine whether the actions of officers were lawful and appropriate under the circumstances.

In the hours following incidents such as this, emotions often run high and opinions can form quickly. However, the facts surrounding any officer-involved shooting are rarely known immediately. Evidence must be collected, witness statements reviewed, body-worn camera footage examined, and forensic analysis completed before meaningful conclusions can be reached.

For now, a young man has lost his life, a family is mourning, children were reportedly present during a traumatic event, and police officers are left dealing with the consequences of a call that ended in tragedy. The investigation now underway is intended to provide answers, and until that process is complete, patience, professionalism, and restraint remain essential.
