Trapped in Terror: Niagara Mother Speaks Out After Years of Racist Harassment and No Justice

For years, Annmarie Samuels has lived in fear inside her own home, not because of a dangerous neighborhood, but because of one relentless neighbour whose campaign of harassment has shattered her peace and shaken her faith in the justice system.
In an emotional sit-down interview, Samuels shared her disturbing ordeal, one marked by racial harassment, surveillance, and violence, and the years of inaction that have left her feeling both unprotected and unheard.
“I’ve called the police, I’ve made reports, I’ve shown them video evidence but nothing happens,” Samuels said, “I just want to feel safe in my own home again.”
According to Samuels, the harassment began with verbal abuse and quickly escalated. Her neighbour has reportedly made over 25 calls to police, accusing her and her children of fabricated infractions.
The situation intensified when the neighbour allegedly began filming her family daily, pointing cameras toward her vehicle license plate, property and watching them whenever they stepped outside.
The harassment, Samuels says, hasn’t been limited to words or surveillance. She recalls a physical confrontation that left her shaken and her phone destroyed when she tried to record the incident.
Despite filing multiple police complaints, Samuels says no charges have been laid. Each time she has reached out for help, she claims she’s been met with indifference, or worse, skepticism.
The emotional toll, she admits, has been devastating.
Samuels believes the lack of accountability reflects a broader issue: systemic failure to protect victims of racial harassment.
For now, Samuels continues to document each encounter, hoping that one day, her story will lead to real consequences not just for her own safety, but for others who feel unseen and unheard.
